That's quite simple. If someone tells you that they love you, there needs to be some "rules" to govern the moment:

1. You must know this person VERY well.
- this is based on time spent together and/or how well you knew each other prior to the "I love you."

2. You should be quite comfortable with this person.
- there shouldn't be any kind of awkwardness or hesitancy between this person and you.

3. Make sure this person knows EXACTLY how you feel well before you get to the "I love you" point.
- communication is the key; never keep your feelings hidden.

If you have not been through ALL of these points it is not love...but lust. The difference between love and lust is...Love is mind, body, and soul...it is personality, it is more complex than just physical life. Lust, however, is a crush; usually to physical appearance...it may or may not have to do with mind/soul.
